Usually happens under a very heavy load. I tried calling a cell phone and it rang about 4 times then it had a busy signal at the end before it hung up.
In summation, if this issue is not resolved be disabling Do Not Disturb, I would recommend having a conversation with your carrier about possible environmental interruptions that could be causing this to happen on all of your phones.

There may be some environmental issues at play with the connection.
User profile for user: Incoming calls ring once and the caller gets a busy signal. If upon placing the phone call, it rings only once or twice and goes to voicemail then your calls are probably being declined.

Whenever I send her a text message it looks ok on my end (no delivery failed message, etc), she just doesn't receive them. Looks like no one’s replied in a while. A phone issue?
